Is this map of pigmentation correct?

these 2 maps for example http://it.wikipedia.org/wiki/File:Map_pigmentation_in_Europe.png and http://upload.wikimedia.org/wikipedia/commons/5/59/Light_hair_coloration_map.png http://upload.wikimedia.org/wikipedia/commons/0/0c/Augenfarbe.svg dont some of them contradict ? for example in one of them italy and turkey are lighter and in another everywhere from south of italy downwords is dark but what exatly is the right one?
