Can a vandal's IP be registered so they can't edit dumb things on Wikipedia anymore?

Absolutely, and they do in fact do that all the time. And not just for bona fide vandals, but also for people who put in correct information but the sysops just plain don't like. They don't have to explain those decisions to anyone.
